(Ran into Clayton again under the name DrClaytonMorbius, and he said the spawn stuff was actually just caused by lag, not changing anything. The spawn feature is probably changing some flag in the lobby settings, or maybe making the game think it's in a different phase. Also, I learned today that it seems to be loaded into the lobby itself - meaning someone could join, load the hack, then leave, and everyone in the lobby would still be unable to spawn. It seems pretty simple (in terms of features), made specifically to troll lobbies as opposed to giving an advantage during gameplay.
